Rebecca Mitchell moved to Idaho Falls in 1882, where she built a school and chapel out of a shanty tent. She was elected State organizer and Superintendent of Franchise, president of the W. T. C. U. (Women's Christian Temperance Union), and led the Suffrage efforts in Idaho Falls.

This paper by Mrs. Mitchell telling something of her work was found among her papers by her daughter at the time of her death October, 1908. The daughter Mrs. Bessie Mitchell Fortiner gave it to the Idaho Falls Public Library November 20, 1934.
